Arbitration has institutional advantages such as high autonomy of the parties, expert judgment to maintain arbitration authority, high efficiency of the final decision, strict confidentiality of non-public hearings, relatively low arbitration fees, recognition and enforcement guarantees both domestically and internationally, and court support for arbitration activities. Guangzhou Runshan Legal Consulting Service Company is a legal company established by Nanping Arbitration Commission to handle external cases and is also a signatory of this project. Nanping Arbitration Commission is the actual user of this project.
Requirement analysis:
① Long offline signing cycle
In traditional environments, arbitration documents are often proofread and printed by the case secretary, and then contacted to the arbitrator for on-site signature. However, as a commonly used method for resolving commercial disputes in various regions, arbitration employs arbitrators from all over the world, and the cumbersome offline signing cycle often delays the progress of the case.

② Offline signing requires multiple errands
Offline stamping of arbitration documents often requires "running back and forth" between the headquarters of the arbitration institution and the dispatched arbitration tribunal. Not only is it troublesome for arbitrators to sign the arbitration document, but parties also inevitably need to "run back and forth" to collect paper documents.
③ Digital Arbitration Services
The whole society is accelerating the realization of digitalization, using digital applications to realize arbitration services and manage the "online office" mode, using efficient and reliable electronic signature technology to reduce intervention factors in case handling, and providing better and more convenient arbitration services for universities.
④ Arbitration documents are prone to forgery
Handwritten signatures and physical seals are prone to forgery, and there is a possibility of tampering or forgery in the content of both evidence documents and paper arbitration documents. It is difficult for manual and visual recognition, and the authority and credibility of the documents are challenged.
Application scenario:
The contract lock provides rich API function interfaces, expands the electronic signature function of the arbitration service platform through integration, and meets the electronic signature needs of the entire arbitration service process.
This time, the contract lock integrates with the customer's self-developed "Arbitration Comprehensive Service Platform", embeds electronic signatures into the arbitration case handling process, provides electronic signature and stamping services for arbitrators and arbitration tribunals, signs arbitration legal documents online, simplifies the internal signature and stamping procedures of the arbitration commission, solves the problems of offline signing and cross unit stamping, and improves the efficiency of arbitration services.

Scenario 1: Electronic signatures of program documents, notices, and other documents are mostly internal single signature files with uniform format and content. In order to improve signing efficiency, the contract lock is integrated with the existing arbitration comprehensive business processing platform of the arbitration commission. The notice documents required for filing and court formation can be efficiently approved and automatically stamped by initiating a stamping process, eliminating the need for manual drag and drop stamping operations and improving stamping efficiency. Internal business personnel of the unit log in to the arbitration comprehensive business processing platform to retrieve information on accepted and filed cases, and initiate the stamping process. The business platform automatically synchronizes case information to the contract lock system content through an interface, and creates electronic files and signing processes using functional interfaces. After approval by the relevant person in charge, a task to be stamped is generated. The stamp administrator approves and confirms it in the arbitration business system, and the system can call the contract lock silent signature interface to automatically complete the stamping.
· After stamping, the signed documents will be automatically returned to the business platform, and electronic files can be queried and downloaded at any time.
Scenario 2: Electronic signature of settlement documents
Mediation documents, arbitration awards, and other documents generally require the signature of arbitrators and the seal of the arbitration tribunal. Contract locks help Nanping Arbitration Commission embed electronic signatures into the arbitration service platform, promoting online approval, mobile signatures, and automatic stamping of such settlement documents through processes, saving the trouble of on-site signing and stamping, and improving the efficiency of document issuance. Internal business personnel of the unit log in to the arbitration comprehensive business processing platform to retrieve case information, upload settlement documents, and initiate the stamping process. The business system automatically synchronizes data to the contract lock system and creates electronic files and signing processes through interfaces.
· System SMS notification for arbitrators to sign online; After the internal seal administrator logs in to the arbitration service platform to approve and confirm the seal usage requirements during the seal usage process, the system automatically calls the contract lock silent signature interface to stamp and generate legal and valid closing materials.
